What is the State Disability Inclusion Plan (State Plan)?

    The State Disability Inclusion Plan (State Plan) is our commitment to create a more inclusive South Australia. The State Plan sets out specific actions for State Government agencies and local councils to achieve to reduce barriers for people with disability. It is a mandatory requirement of the Disability Inclusion Act 2018 (SA).

    What is the Outcomes Framework?

    The Outcomes Framework is a structured approach to measuring and tracking progress. It supports the State Disability Inclusion Plan by identifying key priorities, setting clear objectives, and assigning responsibilities to State authorities. By establishing measurable indicators, it ensures accountability and drives meaningful improvements. Tracking progress across five key domains within the framework, helps create a more inclusive and accessible South Australia for people with disability.

    How did the Domains and Priority Areas come about?

    The themes highlighted through the statewide consultation process have set the basis upon which the State Plan’s Domains have been developed. There are five Domains in total: Access, Opportunity, Support, Wellbeing and Justice. Each Domain includes Priority Areas that the disability community told us are really important during the consultation.

    What is an Outcome and what is a Measure?

    Each Priority Area has an attached Outcome which outlines what we are aiming to achieve. Measures align with the outcome and track activities to support its achievement. The Disability Inclusion Act 2018 (SA) makes it clear that the State Plan must specify measurable outcomes for each Domain.

    How have the Measures been developed?

    Consultations with State authorities and Lived Experience Networks have worked to address gaps identified during public consultation and played a key role in developing the measures within the Outcomes Framework. These measures also leverage existing data collection systems of State authorities and align with Australia’s Disability Strategy, adapting national goals to the South Australian context.

    Who is involved in delivering the State Disability Inclusion Plan?

    State Government agencies and local councils, collectively known as State authorities, will implement the State Plan through their own Disability Access and Inclusion Plans (DAIPs) by outlining specific actions and initiatives.

    How does the State Plan and Disability Access and Inclusion Plans (DAIPs) interact?

    The State Plan explains what we want to achieve and why we want to do it. DAIPs detail how we will achieve it and when we will do it.

    How will the State Plan address the needs of priority groups?

    The Disability Inclusion Act 2018 (SA) puts a spotlight on seven population groups for priority consideration in the design of policies, programs and services by State authorities. The priority groups are Aboriginal people with disability, Culturally and linguistically diverse (CALD) people with disability, Women with disability, Children with disability, LGBTIQA+ people with disability, People with significant intellectual disability or who have high levels of vulnerability due to disability and People with disability who live in regional communities. State authorities will address the needs of priority groups through actions within their DAIPs.
