What's being decided?

A proposal has been made to upgrade the National Broadband Network (NBN) that will involve ground-disturbing work in areas of Goolwa, Hindmarsh Island and surrounding areas. The Minister for Aboriginal Affairs (Minister) is seeking the views of Traditional Owners and other Aboriginal parties about these proposed upgrades.

Background

An application to undertake ground-disturbing works during upgrades to the NBN at Goolwa, Hindmarsh Island and surrounds (Project) has been received from NBN Co Ltd (Applicant). Enerven Energy Infrastructure Pty Ltd will undertake the Project works on behalf of NBN Co.

The Project will impact Aboriginal sites, objects and/or remains (together, heritage) and may require excavation of Aboriginal heritage. Due to this, the Applicant has applied to the Minister for authorisations under sections 21 and 23 of the Aboriginal Heritage Act 1988 (SA) (Act)

We are seeking the views of Traditional Owners and other Aboriginal parties to help the Minister decide whether the Applicant should be given authorisations under the Act to carry out the Project.

If granted, the authorisations would allow the Applicant (subject to conditions) to excavate land to uncover, damage, disturb and/or interfere with Aboriginal heritage to facilitate the Project.

The Application Areas comprise three separate areas intersecting Goolwa, Goolwa South, Goolwa Beach and/or Hindmarsh Island (Application Areas).

In line with section 13 of the Act the Minister will consult with relevant Traditional Owners, the State Aboriginal Heritage Committee (Committee) and any other Aboriginal people or organisations that he considers may have an interest in this matter.
