What's being decided?
We are progressing infrastructure initiatives of state significance in Adelaide’s Riverbank Precinct including the development of the proposed new Women’s and Children’s Hospital.
A review is proposed to ensure the current zoning and policy is appropriate and provides the strategic framework to guide future development. It is proposed to:
- Rezone land west of the Royal Adelaide Hospital from the Adelaide Park Lands Zone to City Riverbank Zone (Health Subzone) to support the development of the new Women’s and Children’s Hospital.
- Rezone land west of Montefiore Rd from Adelaide Park Lands Zone to City Riverbank Zone (Entertainment Subzone) and a portion of land already in City Riverbank Zone from Health Subzone to Entertainment Subzone. This will support the development of entertainment-related uses, such as an arena.
- Rezone land from the Adelaide Park Lands Zone to City Riverbank Zone (Innovation Subzone) to more appropriately reflect the land use and form of the existing Adelaide Botanic High School and its curtilage.
- Apply a new Riverbank Subzone in the Adelaide Park Lands Zone to the southern and northern side of the River Torrens between Kintore Avenue and the Torrens Weir to accommodate small-scale development such as cafes and shops (both on-water and off-water) that contributes to the activation of the riverfront, in a way that protects the open landscaped character and heritage values of Elder Park.
- Update the ‘Concept Plan 85 – City Riverbank’ within the Innovation Subzone to retain the important open space link from Frome Road to the Adelaide Botanic Gardens.
- Make policy changes to support connections and linkages throughout the precinct.
- Make policy changes to support development of high quality and amenity.
Individuals, businesses, organisations and communities interested in and/or affected by the proposed Code Amendment are invited to contribute in the process of preparing and finalising the Code Amendment.
Background
The Riverbank Precinct Code Amendment is consistent with the South Australian Government’s vision for the Riverbank, delivering a world-class health, sporting, educational and biomedical precinct with strong connections to the city centre and reinforcing North Terrace as a premier cultural boulevard.
The Code Amendment seeks to improve accessibility and connections into and within the area, improve built form outcomes, consider land use needs of the new Women’s and Children’s Hospital, and consider entertainment and complementary activities in the health/biomedical and entertainment precincts along the riverbank.
The Code Amendment seeks to rezone three areas immediately adjacent to the City Riverbank Zone - from Adelaide Park Lands Zone to the City Riverbank Zone and apply the Health Subzone, the Entertainment Subzone and the Innovation Subzone respectively.

The Code Amendment is being led by the Chief Executive of the Attorney-General’s Department pursuant to section 73(2)(b) of the Planning, Development and Infrastructure Act 2016. Community consultation will help inform final recommendations to the Minister for Planning and Local Government prior to consideration whether to approve, amend or refuse the Code Amendment.

I oppose the rezoning, there is no need for any construction on this side of the river, it's an important piece of green space that once it is lost we will never get back. What is wrong with people going to Hindley St or North Terrace for food and drink, they need the patronage. Don't change the zoning and allow people the open space to walk on the grass and admire the CBD across the water.
The suggested rezoning ignores the significant cultural and spiritual importance of the Kaurna people to the area, and importance of it remaining an open green space for future generations; and the suggested development is not in the best interest of all South Australians.
This rezoning proposal is a crude way to allow commercial and government infrastructure to cancel existing provisions that were meant to keep Adelaide's centre green for everybody. The planned changes will shore up business interests, enshrine poor planning of health facilities' locations, and lock out the concerns of traditional Australians forever.
Don't do it.
The rezoning of the parklands would mark the begining of the end for our status as one of the worlds most liveable cities. There is absolutley no need and it will damage to feel and vibrancy of the city forever. Once we start, where do we end? Yes, new buildings and entertainment areas are great, but not premanent ones in our parklands. They are to precious, and if our politicians can't see that, they are truely blinded by money and no longer represent the people of this state.
World renowned for parklands and you want to build on the green!!! Go build on Your Village and LEAVE MY PARKLANDS GREEN!!!
I oppose the rezoning of parklands. Developments of the kind that are proposed (and others that would inevitably follow from any rezoning) are totally inappropriate for parklands which must remain OPEN, GREEN and PUBLIC. There has been a constant erosion of the parklands, a unique heritage feature of the city, the state and the nation, which must stop so that they can be protected from rapacious development and remain open to everyone. Parklands are GREEN GOLD. Why can't that be recognised? Have we learnt nothing from the pandemic? The State government must support businesses and concentrate on reviving an ailing CBD. The Helen Mayo and other parks that are impacted by the proposal must be saved !

RIVER BANK SHOULD NOT BE FURTHER DEVELOPED... WE ARE NOT MELBOURNE OR SYDNEY AND THIS PARKLAND AND RIVERBANK SHOULD BE LEFT TO MAKE WHAT IS SO UNIQUE ABOUT ADELAIDE.

NO STADIUM NO PARKING STATION... DO NOT DEGRADE THE GREEN BELT THE LUNGS OF OUR CITY. ESPECIALLY DO NOT ALLOW RICH CASHED UP INVESTORS TO PLACE ANY KIND OF RESIDENTIAL DEVELOPMENTS ON OR NEAR THE PARKLANDS AS THIS IS THE THIN EDGE OF THE WEDGE.
SAVE OUR PRECIOUS HERITAGE LISTED PARKLANDS THEY NEED TO BE KEPT AS FREE OF DEVELOPMENT AS POSSIBLE AND SHOULD NOT BE SEEN AS FREE LAND TO MAKE PROFIT FOR FIRMS THAT HAVE NO VESTED INTEREST OTHER THAN THEIR ORGANISATION. THE PARKLANDS ARE UNIQUE AND ADELAIDE IS RENOWNED FOR HAVING BEEN A GARDEN CITY... KEEP THIS LEGACY THAT COLONEL LIGHT LEFT US SO PROUDLY.

Couldn't you just breathe life into the Convention Centre instead?
The parklands are one of the only relatively untouched stretches of land available in the city. Do not take that away from us.
This area needs to remain as a parkland. It is a serene and beautiful area that needs to be left untouched by commercial interests.
This is a grotesque over-reach. It goes way beyond a hospital or an arena and looks like an attempt to raise funds by vacating and then selling the old WCH and Entertainment Centre and additionally preparing land in the western parklands for sale. It will allow widespread development with no further consultation and is the most aggressive attack on the parklands in 200 years. This is not cheap land it is priceless, and irreplaceable. No other city would contemplate such a carve up. Shame on you.
I say NO to any proposed amendment to the zoning and developments such as a stadium, shops, hotels, apartments, land divisions of the people's Adelaide Park Lands being the figure-eight of land spanning both banks of the River Torrens. Dare I say another white elephant and waste of tax papers money and would be far better spending it on health and fixing the ambulance ramping crisis. It must be left in it's entirity for us all and future generations to enjoy. Any such development is contrary to the statutory principles of the Adelaide Parklands Act which is to protect and enhance it!
The Adelaide Park Lands are the city’s crowning glory, iconic and world class - it's a beautiful park within a city. It's part of Colonel Light’s vision to design a city that enriched its people’s wellbeing and quality of life and even more valuable since covid-19. They are the city’s lungs, backyard, playground, meeting space and more. It has a high intrinsic value.
Colonel Light’s unique design created the world’s first, and only planned city in a park - that's something important that should be protected and celebrated. The Adelaide Park Lands and City Layout is considered a masterwork of urban design and is one of the most complete examples of nineteenth-century colonial planning. It's included on the National Heritage List in 2008, the nation’s highest heritage honour.
By destroying and desecrating even part of the Parklands, chopping down hundreds of big trees and reducing open space it goes against SA State Government's own targets of 20% increase of urban tree canopy cover by 2045. Planting of any new trees will take years to grow and the warming climate is affecting their ability to grow and mature. I've read 891 trees need to be planted to offset the loss of just one big tree! Furthermore it's contrary to the State Governments own Green Adelaide which is working towards a cooler, greener, wilder, and climate resilient Adelaide. What about it's bid to become a n. National Park City!? If this proceeds this endeavour will become a joke.
