What is being decided?
We are currently preparing a single set of planning ‘rules’ for assessing development applications across the state, known as the Planning and Design Code (the Code).
The Code is being developed in three stages, commencing with the Code in the outback (land outside of council boundaries) and then progressing to the Code in regional areas before moving to the Code in metropolitan areas.
As part of the first stage of the Code’s development, we are deciding on new planning policy to guide future development in the outback regions of South Australia and protect key infrastructure and natural resources. This will include new and amended planning zones.

How can your input influence the decision?
Your input will ensure that the new planning and development rules for the outback meet the planning needs of rural South Australians and address planning issues relevant to land outside of council boundaries.
A report on feedback received on the Planning and Design Code for the outback will be released and published on the SA Planning Portal at the close of the consultation.
The first generation of the Code for South Australia will be in effect on 1 July 2020 and available on the SA Planning Portal.

South Australia is undergoing the biggest modernisation of its planning system in more than 20 years.
The Planning and Design Code (the Code) is the cornerstone of this new system and will offer a single set of planning ‘rules’ for assessing applications across the state. The Code will replace all South Australian Development Plans by mid-2020. It will also make the planning process quicker, simpler and more equitable than ever before, affording South Australian’s greater access to planning information that is consistent and clear.
The State Planning Commission is leading a three-phase roll-out strategy for the Code, moving from less complex to more complex planning environments between now and 1 July 2020. The three implementation phases are outlined below:
- Phase one (mid-2019): Code introduced to the outback (land not within a council area)
- Phase two (late-2019): Code introduced to regional council areas
- Phase three (mid-2020): Code introduced to metropolitan council areas
By 1 July 2020, the full Code will be in effect across the entire state and made available to all South Australians via a 24-hour ePlanning platform.
The community will have the opportunity to comment on the Code as it applies to regional council areas in mid-2019, and will be given a further opportunity to comment on the Code as it applies to metropolitan council areas in late-2019.
For outback communities, the Code will introduce changes to planning rules that better meet the needs of rural South Australians and address planning issues relevant to land outside of council boundaries.
Key changes will include the mapping of buffers around vital outback infrastructure and new safety measures to mitigate the risk of bushfire and acid sulphate soils.
