What's being decided?
The draft Seaton Code Amendment aims to rezone the Affected Area to the Urban Renewal Neighbourhood Zone. This will support the creation of a medium-to-high-density, mixed-housing neighbourhood and would:
- enable a variety of housing types including townhouses and apartments
- allow for taller buildings, increasing the density in a well-connected area
- support the delivery of around 1,450 new homes in line with Renewal SA's urban renewal project.
The amendment aims to create a neighbourhood that:
- provides well-designed open space, local amenities, and community facilities
- supports affordable, public, and market housing
- maximises the potential of a well-serviced and connected area, while complementing the existing streetscape and community.
Background
The 39-hectare Affected Area is located in Seaton, within the City of Charles Sturt. The land is jointly owned by Renewal SA, the South Australian Housing Trust, and private landowners.
The area includes existing homes and well-serviced streets, with close access to shops, schools, public transport, and community facilities. Renewal SA has already begun Stage One of construction, delivering 137 homes as part of the broader Greater Seaton renewal project.
The proposed rezoning would transform the area into a medium-to-high-density, mixed-housing neighbourhood, supporting a variety of housing types, densities, and tenure options, as well as open space and local amenities to meet the needs of a growing community.
The draft Code Amendment is guided by extensive investigations covering infrastructure, transport, environmental conditions, and cultural heritage, and aligns with the South Australian Government’s Housing Roadmap to increase housing supply in established, well-connected areas.

What are the next steps?
We will consider all feedback in finalising the code amendment and all feedback will be captured in an engagement report.
The engagement report will be provided to the State Planning Commission and the Minister for Planning to assist with final decision-making.
Once a decision has been made, the engagement report, including all feedback received during consultation, will be published on this webpage and the PlanSA website. Names and organisations will be included with published submissions. Addresses, email addresses and phone numbers will be redacted.
