To implement this vision, the Government developed a set of Guidelines for the Assessment of Unsolicited Proposals which aims to facilitate the unlocking of economic opportunities and innovation through a centralised, robust, transparent and easily navigated process that will encourage innovative ideas being brought forward, while still maintaining value for money and probity.

To ensure the Government delivers the best possible framework for the assessment of unsolicited proposals, consultation was undertaken prior to the guidelines become fully operational.

Cabinet has endorsed the revised Unsolicited Proposals framework which was amended to include a minimum financial threshold of $3 million for unsolicited proposals with an investment construction value or a $1 million threshold for non-infrastructure proposals. The final Guidelines for the Assessment of Unsolicited Proposals can be found at:
