What's being decided?

We want to hear your feedback on a review of the CITF Act.

The CITF Act establishes a fund to be used to improve the quality of training in the building and construction industry. It also establishes the Construction Industry Training Board (Board) to administer the fund, through the collection of a levy and the funding of appropriate training.

The independent review of the CITF Act will primarily consider the effectiveness of the Board in exercising its functions and powers. This includes functions relating to the collection and allocation of the levy, and the attainment of the objects of the CITF Act.

The reviewers are looking for evidence-based, example-led and data-driven submissions on the Terms of Reference. You can view the Terms of Reference here.

Background

The CITF Act was established to improve the quality of training in the building and construction industry.

It establishes the Board and imposes a levy on building and construction works above $40,000 to fund training and skills development for the building and construction industry workforce. The levy is paid into a Fund which the Board disperses in accordance with an Annual Training Plan that it develops.

Amendments made to the CITF Act in 2019 by the Board, Amendment Act 2019, resulted in changes to the composition of the Board, its appointment process and its procedures. Accompanying amendments require the appointment of an independent person to conduct an investigation and review of the reforms implemented by the 2019 Amendment Act.

An Issues Paper has been developed to assist those with an interest in the Review to make a submission. It assumes some level of understanding of the operation and application of the Construction Industry Training Fund. Materials that assist in obtaining an understanding of the operations of the CITB can be found on the Board's website at citb.org.au.
