What is the process to create the framework?

1. Innovation Framework Co-design Workshop - An initial high level workshop was held in May with a small group of leading innovators in South Australia to explore the higher-order questions and principles to provide the broad context, perspective and purpose of an innovation framework. What is the process to create the framework?

1. The outcomes of this workshop will be made available for the broader innovation community to comment on, contribute to and play a part in via our crowdsourcing platform.

2. Innovation Framework: Session II - Building on the outcomes of the first workshop, this event aims to bring together the collective wisdom of the wider innovation community to start building the innovation framework. The aim is to develop a shared strategic intent and common language to improve collaboration across sectors and across organisations. We could enhance South Australia’s capacity to absorb, adapt, generate and share new ideas. We could be more effective in working together to build our economic and social prosperity.

3. Online collaboration - We'll be using a variety of online tools to enable the shared, collaborative development of the innovation framework. Further details of this process will be announced shortly.




Background


As a state we need to find ways to leverage innovation for job creation for future generations. We need to change our culture to be more to willing share new ideas, and more willing to take risks.

One area that has already been explored, through a report commissioned by the South Australian government, is ways to improve the commercialisation of research in South Australia, attract more venture capital, and provide better support for our innovative start-up companies.

The report’s focus on supporting early stage and start-up companies represents just one component of our innovation ecosystem. Innovation is about creating value through new ideas. Whether it is to build an open, high-growth, high-technology, clean-technology economy or to reform the way we deliver essential community services, we’ve reached a point where real change requires us to do new things in new ways. Growth through innovation and The knowledge state are two of the Government’s Ten Economic Priorities. This report makes an important contribution to these two economic priorities and the advancement of the State’s innovation agenda. It highlights the need to improve the commercialisation of research in South Australia and better support innovative start-up companies.

Among a number of recommendations, the report recommends the government:

  • Establishes a $50 million Venture Capital Fund and a $10 million Early Commercialisation Fund to better support innovative South Australian start-up companies.
  • Encourages a merger of the commercialisation arms of the local universities and the commercialisation of SAHMRI research.
  • Develops a single Innovation Policy Statement that would provide the framework to consider support for innovation programs.
  • Restructure and better support BioSA.

    After two workshops that looked at developing the Innovation Framework, a prototype has been developed - download it here (PDF, 2MB).

    The ‘Innovation Framework’ refers to the guiding principles and mechanisms that we will put in place in order to create an environment that is rich in opportunity, supportive of innovation, and enables value capture.

    This is very much about the ‘we’ of innovation. What is it that we will do together or coordinate across boundaries in order to create a rising tide of opportunity for ourselves and the next generation? How will we take collective responsibility for our own future? How will we support and celebrate innovators? How will we uniquely position ourselves in the global market, leveraging our key strengths?
