<p><strong>We would like to hear your thoughts on the draft Water Security Statement and how we can best be prepared to address challenges and progress opportunities about water security.</strong></p><h2>What&#39;s being decided?</h2><p>We have developed a <a href="https://yoursay.sa.gov.au/68674/widgets/336825/documents/202863">draft Water Security Statement</a> to provide an overview of South Australia&rsquo;s water resources and how they are used and managed.</p><p>Past water-related investments in infrastructure and reforms across South Australia have provided high levels of water security for the vast majority of the state&rsquo;s population.</p><p>The key challenge now is to:</p><ul><li>build on past investment and ensure all South Australians have adequate water security</li><li>sustainably grow the South Australian economy.</li></ul><p>Having an acceptable quantity and quality of water for people, communities, industry, and the environment that is affordable now and into the future is essential.</p><p>The <a href="https://yoursay.sa.gov.au/68674/widgets/336825/documents/202863" rel="noopener noreferrer" target="_blank">draft Water Security Statement </a>provides a state-wide snapshot of water security across the state and highlights the actions underway to address existing and emerging water security challenges.</p><p>The draft statement includes 10 strategic priorities, from now until July 2024, that relate to preparing for future challenges like climate change and increasing demand for water.</p><h2>Background</h2><p style="margin: 0cm 0cm 8pt;">Due to our climate and geography, we often experience low rainfall and droughts. This can put our water supplies at risk. DCP Suicide Prevention Action Plan 2026 - 2029

<p><strong>Have your say on proposed changes to labour hire licensing laws in South Australia</strong>.</p><h2>What&#39;s being decided?</h2><p>Proposed changes to labour hire licensing laws in South Australia will ensure all labour hire firms and workers are covered by the same laws and regulations. The changes are focused on protecting more workers from exploitation and ensuring that ethical labour hire providers can operate on an even playing field, while keeping administrative burdens to a minimum.</p><p>The proposed changes would return industry to largely the same arrangements that were in place when labour hire licensing first commenced in 2018, before 2020 amendments to the law narrowed the scope to just five areas.</p><p>We are seeking community feedback to help ensure the new legislation changes will protect workers and bolster the integrity of the labour hire sector.<br><br></p><h2>Background</h2><p>The <a href="https://www.legislation.sa.gov.au/lz?path=/c/a/labour%20hire%20licensing%20act%202017"><em>Labour Hire Licensing Act 2017</em></a> commenced in March 2018, requiring anyone providing labour hire to be licensed. It is significant for representing one of the most recent occurrences of volcanic activity on mainland Australia.</p><p>The Mount Gambier Thugi / Cave Garden and Civic Centre is a major landmark to the town of Mount Gambier and was declared a State Heritage Area in 2001. The area consists of mid-late 1800s and early 1900s buildings and structures that surround the Cave Garden. The area demonstrates the development of the town and the natural beauty afforded to Mount Gambier. </p><p>The Mount Gambier Volcanic Complex was declared a State Heritage Area in 1992 as an example of one of two of the youngest volcanic eruption centres in Australia. Heritage Standard for the Beltana State Heritage Area

<p>The Minister for Aboriginal Affairs (Minister) is seeking the views of Traditional Owners and other Aboriginal parties about the proposed redevelopment of the North Adelaide Golf Course, situated in the Adelaide Park Lands and adjacent to the Karrawirra Pari (River Torrens).</p><p><strong>Consultation has been extended and now closes on Thursday 21 August 2025.</strong></p><h2>What&#39;s being decided?</h2><p>The Department of the Premier and Cabinet (Applicant) seeks to undertake ground-disturbing works to improve and expand the North Adelaide Golf Course, constructing new and expanded public facilities and a championship golf course (Project). The <a href="https://yoursay.sa.gov.au/101757/widgets/467057/documents/312142" rel="noopener noreferrer" target="_blank">application area</a> is known to contain Aboriginal sites.</p><p>The views of Traditional Owners and other Aboriginal parties will help the Minister decide whether the Applicant should be given authorisations under the <a href="https://www.legislation.sa.gov.au/lz?path=/c/a/aboriginal%20heritage%20act%201988" rel="noopener noreferrer" target="_blank"><em>Aboriginal Heritage Act 1988</em></a> (SA) (Act) in relation to the Project.</p><h2>Background</h2><p>The Minister, who is responsible for the Act, has received an application for authorisations under sections 21 and 23 of the Act in relation to the Project.</p><p>Section 21 of the Act makes it an offence to excavate land for the purposes of uncovering Aboriginal sites, objects and remains (together, heritage) without the Minister&rsquo;s authorisation, while section 23 of the Act makes it an offence to damage, disturb or interfere with Aboriginal heritage without the Minister&rsquo;s authorisation.</p><p>As the Project will involve ground-disturbing works within the <a href="https://yoursay.sa.gov.au/101757/widgets/467057/documents/312142" rel="noopener noreferrer" target="_blank">application area</a> that may impact, or require excavation of, heritage, the Applicant has sought authorisations under sections 21 and 23 of the Act.</p><p><strong>Updated heritage information - 30 July 2025</strong></p><p>The <a href="https://yoursay.sa.gov.au/101757/widgets/467057/documents/313926" rel="noopener noreferrer" target="_blank">Consultation Information Pack has been amended</a> on page 13 to include a summary of a cultural heritage assessment undertaken in 2023 by heritage consultancy firm Neale Draper &amp; Associates, in consultation with Kaurna representatives, over part of the application area. This report has recently become available to AAR. Let&rsquo;s make a difference together!</strong></p><p>What&#39;s being decided?</p><p>The South Australian Fire and Emergency Services Commission (SAFECOM) is seeking feedback from the SA community to understand the performance and use of the current Alert SA application.</p><p>The enhanced version of Alert SA was released in November 2024 after extensive community and stakeholder feedback. SAFECOM delivered an app designed based on what our community and stakeholders asked for, and we are excited to continue building on that and enhancing it further.</p><p>We aim to better understand the community&#39;s needs and expectations regarding the information provided about current and imminent emergencies through the Alert SA app.</p><p>Alert SA now includes public information and warnings about fires, floods, storms, hazardous materials, heatwaves, total fire bans, and active relief and recovery centres. Alert SA provides links and phone numbers to other significant public information sources.</p><p>Any feedback will help us continually identify opportunities to improve the app.</p><h2>Background</h2><p>The enhanced Alert SA application, managed by SAFECOM, was launched on November 21st, 2024. It is the official source of multi-hazard public safety information and warnings for South Australia.</p><p>The app currently displays incidents, warnings, and other public information from the state&#39;s three emergency services sector agencies: the SA Country Fire Service, SA Metropolitan Fire Service, and SA State Emergency Service. It also displays fire warnings from all neighbouring states and territories of South Australia.</p><p>This enables the public to access a wide range of information through a single application, thereby reducing the need to consult multiple sources. Alert SA – Public Information and Warnings

<p><strong>Help shape the planning rules for future development in the Concordia growth area, near Gawler.</strong></p><h2>What&#39;s being decided?</h2><p>The South Australian Government has identified about 995 hectares of rural land at Concordia, near Gawler, to be rezoned to provide more homes for South Australians.</p><p>The <a href="https://yoursay.sa.gov.au/94547/widgets/439515/documents/311238" rel="noopener noreferrer" target="_blank">draft Concordia Code Amendment</a> proposes rezoning about 971 ha to Master Planned Neighbourhood Zone and about 24 ha to Employment Zone. </p><p>It is anticipated that about 10,000 to 12,000 additional homes could be built in the Concordia growth area over the next 30 years, accommodating about 25-30,000 new residents.</p><p>A master planned community of this size would include town centres, healthcare, education, major open space, public transport and other infrastructure.</p><p>Draft changes to the planning rules aim to support a vibrant community with:</p><ul><li>a new town centre and multiple shopping precincts, each with a main street, providing focal points for residents and visitors</li><li>a variety of housing types and densities, including affordable homes</li><li>areas of open space for recreation that also protect and enhance the environment</li><li>greater tree protections and more plantings</li><li>a new 24 ha employment zone for business, commercial and low-impact, light-industrial activities</li><li>social infrastructure such as education, community services and emergency services.</li></ul><p>A new &lsquo;Emerging Main Street Subzone&rsquo; is proposed as part of the Code amendment to enable flexibility in how activity centres develop over time, while guiding the development of main streets to create a township character, encouraging pedestrian activity, and focusing housing density around centres to promote walkable neighbourhoods.</p><p>The Concordia Code Amendment also proposes a new way to reserve land for social infrastructure, such as schools, community facilities, ambulance and fire stations by identifying the key essential facilities, their size and where they could be located on a <a href="https://yoursay.sa.gov.au/94547/widgets/439515/documents/310880" rel="noopener noreferrer" target="_blank">&lsquo;land use&rsquo; Firm Energy Reliability Mechanism – Stage 2 Consultation

Establishing baseline data for the conservation of Koonalda Cave 

<p><strong>Have your say on a new Community Engagement Charter that will change the way councils consult and engage with their communities. </strong></p><h2>What&#39;s being decided?</h2><p>The Office of Local Government is conducting statewide consultation on a new <a href="https://yoursay.sa.gov.au/101116/widgets/464675/documents/310229" rel="noopener noreferrer" target="_blank">Community Engagement Charter</a> (the Charter) that councils will be required to comply with.</p><h2>Background</h2><p>Councils are always working with their communities to make important decisions, like setting annual business plans and budgets, deciding how council rates are collected, managing parks and public spaces, and even shaping how the council itself is structured.</p><p>When councils undertake community consultation on these important decisions, they are often required to consult with their communities as the <a href="https://www.legislation.sa.gov.au/LZ/C/A/LOCAL%20GOVERNMENT%20ACT%201999.aspx" rel="noopener noreferrer" target="_blank"><em>Local Government Act 1999</em></a> (the Act) requires them to. Right now, the Act sets some minimum standards that have been the same for more than 20 years, and apply across the board.</p><p>But times have changed, and so have expectations. Changes to the Act will replace these past requirements with a new Charter. The Charter sets principles for engagement and also lists minimum actions that councils must comply with to meet these standards. These mandatory actions vary according to what councils are consulting on, to ensure that councils are making the optimal effort to reach all community members who are interested in what they are doing.</p><p>These changes will come into effect once the Charter is officially published. <p><strong>Give your views on how to make the mental health system in regional and remote South Australia fit for the future. </strong></p><h2>What&#39;s being decided?</h2><p>Country SA PHN and the Department for Health and Wellbeing (SA Health) are working together to develop a Joint Regional Mental Health and Suicide Prevention Plan 2026 &ndash; 2029 (Joint Regional Plan) for country South Australia. To do this, we have launched &lsquo;Working together for the mental health of country South Australia&rsquo; &ndash; a conversation to develop the 3-year plan. We want to make sure that people in Country SA have access to the best possible care, now and into the future.</p><p>The Joint Regional Plan is part of the State and Federal Governments shared vision to build a mental health system that understands and responds to the priority health needs of local communities. The plan will be informed by people with a lived experience of mental illness, their families and carers, along with service providers and the broader community. <p><strong>We want to hear your views on proposals to improve and strengthen South Australia&rsquo;s laws for compulsory education.</strong></p><h2>What&#39;s being decided?</h2><p>The government is planning to change the <em>Education and Children&rsquo;s Services Act 2019</em> and associated regulations to assist with ensuring students are enrolled in school, attend the school in which they are enrolled, or participate in an approved learning program. </p><p>We want your feedback on a draft amendment bill and regulations. </p><p>The proposed changes in the draft bill and regulations include:</p><ul><li>requiring warning letters to be sent before taking legal action against parents for a failure to enrol their child or to ensure they attend or participate </li><li>reducing the time parents have to inform the school why their child is absent (3 days instead of 5) </li><li>enabling Authorised Officers visiting homes to require relevant information about a child&#39;s enrolment, not just request it</li><li>requiring children to be enrolled in a school suitable for their age and education level</li><li>removing the danger of being affected by an infectious or contagious disease as a valid reason for a child&#39;s failure to attend school or participate in an approved learning program</li><li>clarifying the circumstances in which non-attendance isn&#39;t an offence and the types of information parents must provide when requested by the Department for Education.</li></ul><p>Additionally, we want your opinion on:</p><ul><li>whether fines should be introduced for parents who fail to enrol their child in school or ensure they attend</li><li>whether parents should only have the option to enrol their child in a South Australian school, unless an exception applies or the enrolment has been approved by the Department for Education</li><li>how we could best support all South Australian students to attend a South Australian School where possible. </li></ul><p>Your feedback is important to shape these changes.</p><h2>Background</h2><p>Regular school attendance is important for both children and the community. It helps children do well in school and supports their overall wellbeing. Missing school regularly can lead to negative outcomes for children and young people. </p><p>There are many reasons why a child might not attend school, this may include valid reasons like sickness, but sometimes children are absent without a valid reason. Parents are legally required to make sure their child goes to school and to notify the school if their child is absent.</p><p>Schools have systems to follow up on absences, find out why a child isn&#39;t attending, and create plans to help them return. The Department for Education also has special programs to help vulnerable students in government schools.</p><p>Most students attend school regularly, but some do not. Addressing non-attendance at school

<p><strong>We are seeking your views on proposed changes to education laws to implement recommendations of the Disability Royal Commission.</strong></p><h2>What&#39;s being decided?</h2><p>The Royal Commission into Violence, Abuse, Neglect and Exploitation of People with Disability made 15 recommendations to prevent discrimination and promote safe, quality and inclusive education in all Australian schools. </p><p>To implement some of those recommendations, we need to amend South Australian education laws. </p><p>Draft legislation has now been developed which will support the implementation of the following two recommendations: </p><ul><li>Recommendation 7.1 - Provide equal access to mainstream education and enrolment </li><li>Recommendation 7.2 &ndash; Prevent the inappropriate use of exclusionary discipline against students with disability </li></ul><p>Your feedback on the proposed changes will be important in finalising the amendments that will be put to Parliament.</p><h2>Background</h2><p>In 2023 the Royal Commission into Violence, Abuse, Neglect and Exploitation of People with Disability (Disability Royal Commission) made 222 recommendations on how to improve laws, policies, structures and practices to ensure a more inclusive society that supports the rights and independence of people with disability. Draft Retirement Villages (Miscellaneous) Amendment Regulations 2025 Community Consultation 

<p><strong>To seek stakeholder insights and suggested recommendations on how the profile and uptake of languages education in South Australia can be improved, repositioning language learning as a critical link to achieving a multilingual and culturally diverse society. </strong></p><h2>What&#39;s being decided?</h2><p>The Multicultural Education and Languages Committee (MELC), an advisory committee to the Minister for Education, Training and Skills, is exploring strategies to increase the number of students studying a language in South Australia. The Committee is seeking stakeholder feedback on five elements which have been identified as some of the key focus areas for discussion within the current landscape of languages education.</p><p>The Committee is seeking constructive discussion and strategies to revive and reposition languages education as a critical component of a student&#39;s learning journey that will improve the number of students choosing to study a language in schools moving forward, and provide improved pathways to continuing their studies at university level.</p><p>The feedback will be used to help inform a final advisory paper for the Minister&#39;s consideration.</p><h2>Background</h2><p>MELC has undertaken extensive research to explore the current circumstances surrounding the study of languages in schools through to tertiary-level language studies, to identify some of the key barriers being experienced by schools and universities in attracting language students.</p><p>The Committee has developed five key focus areas based on the research which play a critical role in improving the profile, quality and uptake of languages education. Improving Languages Education in South Australia – Advisory Paper

<p><strong>The Department for Education would like your input to help us shape our draft Suicide Prevention Action Plan 2024-2027.</strong></p><h2>What&#39;s being decided?</h2><p>The Department for Education (the department) is seeking community feedback on our first Suicide Prevention Action Plan (Action Plan).</p><p>Suicide has a significant impact on our people, reflecting its impact on the broader South Australian community. </p><p>We want to ensure our draft Action Plan is comprehensive and effective, building on the department&rsquo;s current responses to suicide prevention. </p><p>We encourage people with lived experience of suicide to provide feedback. A New Strategic Plan for the South Australian Museum

<p><strong>If you are a Traditional Owner or an Aboriginal party with an interest in the Upper River Murray region, we want to hear from you.</strong></p><h2>What&#39;s being decided?</h2><p>Professor Amy Roberts of Flinders University (Applicant) is proposing to conduct destructive and non-destructive scientific analyses on 30 Aboriginal objects held in the South Australian Museum&rsquo;s (SAM&rsquo;s) collections, originally collected from the Upper River Murray region between Morgan and the South Australian border (Research Project). </p><p>Under the <a href="https://www.legislation.sa.gov.au/lz?path=/c/a/aboriginal%20heritage%20act%201988" rel="noopener noreferrer" target="_blank"><em>Aboriginal Heritage Act 1988</em> (SA)</a> (Act), authorisation under section 23 of the Act is required to damage, disturb or interfere with any Aboriginal site, object or remains. Engagement with external partners, including the Military and Emergency Service Health Australia (MESHA), was also undertaken to ensure a thorough and well-rounded approach.</p><p>Public feedback is now being sought on the draft plan and any feedback will be considered as part of the final drafting process before the plan is ratified and published. Once this action plan is finalised, we will collaborate closely with the other prescribed state authorities. This collaboration will ensure that all efforts are cohesive and aligned, maximising the effectiveness of our collective actions in preventing suicide. Consultation on the draft State Disability Inclusion Plan 2025 - 2029

<p><strong>We are seeking your input on the development of regulations to support the <em>Veterinary Services Act 2</em><em>023</em>, which will establish a contemporary framework for veterinary regulation and registration in South Australia</strong></p><h2>What&#39;s being decided?</h2><p>To support the commencement of the <a href="https://www.legislation.sa.gov.au/lz?path=/c/a/veterinary%20services%20act%202023"><em>Veterinary Services Act 2023</em></a> , regulations need to be drafted. The Department of Primary Industries and Regions (PIRSA) is in the process of developing the regulations and is seeking your input. <em> </em></p><div id="_com_1" language="JavaScript"><p><br></p></div><h2>Background</h2><p>Veterinarians play a key role in animal, human and community wellbeing by maintaining the health and wellbeing of our pets and our livestock.</p><p>In 2020, PIRSA began a review of the <em><a href="https://www.legislation.sa.gov.au/lz?path=/c/a/veterinary%20practice%20act%202003">Veterinary Practice Act 2003</a></em> to ensure that South Australia maintains a contemporary and flexible veterinary regulation and registration framework that continues to meet the objectives of protecting animal health, safety and welfare, and the public interest (including users and providers of veterinary services).</p><p>Consultation was undertaken during 2020 and 2021, and following consideration of stakeholder feedback, a draft Bill was prepared. In 2022, consultation was undertaken on the draft Bill. The <em>Veterinary Services Bill 2023</em> passed through Parliament on 30 November 2023 and was assented to 7 December 2023 and subsequently became the <a href="https://www.legislation.sa.gov.au/lz?path=/c/a/veterinary%20services%20act%202023"><em>Veterinary Services Act 2023</em></a>. The <em>Veterinary Practice Act 2003</em> continues to remain in effect until the <em>Veterinary Services Act 2023</em> commences.</p><p>To support the commencement of the Act, regulations need to be drafted and made by the Governor in Executive Council. Draft Arts, Culture and Creative Industries Bill 2025

Following consultation with key stakeholders, the refreshed Volunteering Strategy for SA 2021-2027 was released in December 2024 to celebrate International Volunteers Day. </p><p>The refreshed State Strategy is governed by a new Steering Committee made up of key volunteer sector organisations and chaired by the Department of Human Services. The Steering Committee&#39;s first task was to develop a draft Action Plan to support and guide implementation of the State Strategy&#39;s priorities over the next 3 years. It provides governments, businesses, industry and not-for-profit organisations with the data and direction to better plan for and respond to growth and change in our community and towns, while achieving our conservation goals.</p><p>The Plan identifies land and long-term infrastructure needs to support sustainable growth within the region. It reflects the unique and changing profile of the region&rsquo;s population, environment and economy across its vast rural areas and varied townships.</p><h2>Background</h2><p>The Commission, with support from Planning and Land Use Services (PLUS), is currently preparing six new country regional plans for South Australia:</p><ul><li>Kangaroo Island</li><li>Yorke Peninsula and Mid North</li><li>Eyre and Western</li><li>Far North</li><li>Limestone Coast</li><li>Murray Mallee.</li></ul><p>These plans play an important role in guiding sustainable growth by identifying land use and long-term infrastructure over a 15-to-30-year period. Limestone Coast Regional Plan 

<p>We want you to tell us about your understanding of and involvement in reconciliation in the Department for Health and Wellbeing (DHW) including the current DHW Reconciliation Action Plan (RAP).</p><p>We would also like your input on what the next DHW RAP should include and how we can increase future awareness and involvement.</p><p>Reconciliation is everyone&rsquo;s business; your contribution matters because the next DHW RAP will contain our actions and deliverables for reconciliation over the coming three years.</p><h2>What&#39;s being decided?</h2><p>DHW&rsquo;s current Reconciliation Action Plan, which was developed using <a href="https://www.reconciliation.org.au/reconciliation-action-plans/the-rap-framework/" rel="noopener noreferrer" target="_blank">Reconciliation Australia&rsquo;s Stretch Framework</a>, is due to finish in June 2025.</p><p>We have made some good progress towards achieving the objectives of the current RAP. However, not all actions and deliverables have been completed. As such, our next RAP, which will be developed this year, will also be in the Stretch Framework, ensuring we have a strong foundation to build on when we are ready to undertake the next framework (Elevate).</p><p>The DHW Reconciliation Action Plan Working Group is seeking your input to:</p><ul><li>gain insights into any challenges in achieving the objectives of the current RAP</li><li>inform the development and implementation of our next RAP, so that we can be more effective in achieving its objectives</li><li>provide baseline data for assessing the success of future RAPs.</li></ul><p>Input will be sought using a survey, ideas board, online forum and drop-in sessions.</p><h2>Background</h2><p>In the SA Health context, DHW recognises Aboriginal Peoples* as the Traditional Custodians of the lands in which we work and live and we celebrate their cultures and heritage. We acknowledge the impact colonisation has had on the health and wellbeing of Aboriginal Peoples and encourage all staff to take positive steps towards reconciliation.</p><p>Reconciliation, at its heart, is about strengthening relationships between Aboriginal Peoples and non-Indigenous peoples, for the benefit of all Australians.</p><p>There are five dimensions of reconciliation &ndash; Race Relations, Equality and Equity, Institutional Integrity, Unity, and Historical Acceptance. Reconciliation in the Department for Health and Wellbeing 

<p><strong>Share your feedback on the Department for Child Protection&rsquo;s proposed Quality of Care Response Model.</strong></p><h2>What&#39;s being decided?</h2><p>The Department for Child Protection (DCP) works to keep children and young people safe from abuse and harm and provide alternative care when living at home is no longer an option. Sometimes, concerns are raised about a child or young person in care&rsquo;s safety within their placement &ndash; this report type is currently called a care concern. DCP has been working to reform how it manages care concerns. A new <a href="https://yoursay.sa.gov.au/99334/widgets/459623/documents/305334">proposed Quality of Care Response Model </a>has been designed and DCP is seeking your feedback.</p><h2>Background</h2><p>DCP has been undertaking work to reform the process by which care concerns are managed since 2022. This has included changes to all core aspects of care concern management such as:</p><ul><li>screening &ndash; how do we process and triage information?</li><li>determination &ndash; how do we define urgency and risk?</li><li>response &ndash; how best do we respond to the information?</li><li>review &ndash; how do we maintain rigor throughout the process?</li></ul><p>The approach to the design of a new care concern management model included a period of seeking initial feedback and input from stakeholder groups to guide the creation of the 4 main concepts proposed to underpin the new model.</p><p>This process took place throughout 2023 and involved consultation with stakeholders including:</p><ul><li>Oversight bodies;</li><li>Peak bodies;</li><li>Service providers;</li><li>Aboriginal stakeholders;</li><li>Family-based carers;</li><li>Residential care youth workers;</li><li>DCP service delivery staff;</li><li>DCP corporate and operational staff; and</li><li>Government partners.</li></ul><p>Over 100 stakeholders both internal and external to DCP were consulted throughout this process and participants drew on their experience in and with the child protection system, to provide expert advice and feedback.</p><p>Following this period of early consultation, the drafted model underwent a period of design and development which was informed by the compiled feedback.</p><p>In 2024, the draft model was circulated during a series of proof-of-concept testing sessions which were held with stakeholders both internal and external to DCP. Proposed Quality of Care Response Model

<p><strong>The National Parks and Wildlife Service (NPWS) is reviewing current plans across the Riverland and Murraylands region, and a small area of the Limestone Coast region. We need your input <strong>to draft the Murray Mallee Fire Management Plan</strong> to guide improvements and ensure a new plan is comprehensive and effective.</strong></p><h2>What&#39;s being decided?</h2><p>This review will help NPWS update fire management strategies and better reduce bushfire risk to communities, biodiversity and property. One new plan will be drafted for all land managed by the Department for Environment and Water (DEW) in these areas and replace these following fire management plans:</p><ul><li>Billiatt District Fire Management Plan</li><li>Bookmark Mallee Fire Management Plan</li><li>Ngarkat District Fire Management Plan</li><li>South East Fire Management Plan (for Bunbury Conservation Reserve, Coorong National Park, and Martin Washpool, Messent and Mount Boothby conservation parks).</li></ul><h2>Background</h2><p>The Murray Mallee area contains significant biodiversity and communities that are vulnerable to bushfires. Current fire management plans set strategic priorities about where, how, and why we need to undertake activities to reduce the risk of bushfire and manage the environment. However, some plans are outdated, and do not reflect changes in the landscape or the latest fire management knowledge and science. <p><strong>Share your feedback on the Department of Human Services Suicide Prevention Action Plan 2025-2028.</strong></p><h2>What&#39;s being decided?</h2><p>The Department of Human Services (DHS) is developing its first Suicide Prevention Action Plan.</p><p>We invite you to have your say to ensure our Suicide Prevention Action Plan will allow DHS to support wellbeing and help reduce suicide risk for our staff and people we engage with, especially people who access our services.<em> </em></p><h2>Background</h2><p>The <a href="https://www.legislation.sa.gov.au/__legislation/lz/c/a/suicide%20prevention%20act%202021/current/2021.51.auth.pdf" rel="noopener noreferrer" target="_blank"><em>Suicide Prevention Act 2021 (SA)</em></a><em> </em>requires ten government agencies, including DHS, to develop Suicide Prevention Action Plans that contribute to the goals of the <a href="https://www.wellbeingsa.sa.gov.au/assets/downloads/Suicide-prevention/SA-Suicide-Prevention-Plan-2023-2026.pdf" rel="noopener noreferrer" target="_blank"><em>South Australian Suicide Prevention Plan 2023-2026</em></a>.</p><p>Each agency&#39;s Action Plan needs to focus on people that agency engages with. The DHS Action Plan is focused on our staff and the people who access our services.</p><p>DHS is responsible for a diverse range of services and government strategies. Many of the services we deliver and fund help people at important times in their lives when they may need extra support and could be at higher risk of experiencing distress or thinking about suicide. Some of our work also focuses on supporting population groups that can be more likely to think about suicide. The NFP-AG is currently co-chaired by Ross Womersley, CE, SACOSS and Jody King, Director Procurement Solutions, Procurement SA.</p><p>We are looking for an additional NFP member to join that NFP-AG to represent regionally based NFPs. Yorke Peninsula and Mid North Regional Plan

<p><strong>Have your say&nbsp;</strong></p><h2>What&#39;s being decided?</h2><p>The Department for Housing and Urban Development is seeking your feedback on whether you would like to be considered to be included in the new inner west suburb of Southwark. The suburb of Southwark will incorporate the new $1 billion mixed-use development at the former West End Brewery site that will feature a mixed-use urban community including retail, commercial, hospitality and community space and deliver up to 1,300 new dwellings. Southwark was the name given to a private subdivision of Section 1 in 1881, however further subdivisions occurred nearby using multiple iterations of the name &lsquo;Theberton&rsquo;. <p><strong>We want to hear your views on how to reduce copper and scrap metal theft in South Australia, including regulation to disrupt the disposal of stolen metal.</strong></p><h2>What&#39;s being decided?</h2><p>The South Australian Government is committed to addressing the issue of copper and other scrap metal theft in South Australia. In line with this, the government is considering potential reform to the state&rsquo;s laws, aiming to prevent and reduce this type of theft.</p><h2>Background</h2><p>The high potential value of scrap metal, along with the ease and speed of its disposal, makes scrap metal theft appear to be a low risk, high-reward enterprise. The continued theft of scrap metal is having significant impact on the South Australian Community. Tackling Copper and Scrap Metal Theft in South Australia 

<p><strong>Have your say on the Environmental Impact Statement for construction and operation of the proposed Nuclear-Powered Submarine Construction Yard project at Osborne</strong><strong>.</strong></p><h2>What&#39;s being decided?</h2><p>The Australian Government will begin building conventionally armed, nuclear-powered submarines by the end of this decade. The preferred site for construction is near the existing Osborne Naval Shipyard, about 19 km north-west of the Adelaide CBD. </p><p>We are seeking feedback on the Environmental Impact Statement for building and operating the Nuclear-Powered Submarine Construction Yard, associated launch and berthing facilities, and other infrastructure needed on site to build the submarines.</p><p>The Environmental Impact Statement, prepared by <a href="https://www.ani.com.au/nuclear-powered-submarine-construction-yard/" rel="noopener noreferrer" target="_blank">Australian Naval Infrastructure</a> (ANI) identifies and considers potential impacts due to the development, its operations and any associated changes in land use, both on land and in coastal waters. </p><p>This includes considering impacts on plants, animals, heritage, community and the economy and how these impacts can be mitigated or minimised.</p><h2>Background</h2><p>In 2023, the Australian Government announced plans to build conventionally armed nuclear-powered submarines in South Australia as part of the <a href="https://www.asa.gov.au/aukus/aukus-agreement-cooperation-related-naval-nuclear-propulsion" rel="noopener noreferrer" target="_blank">AUKUS agreement</a>.</p><p>Several approvals are required for the development to occur. </p><p>Some approvals are assessed and issued by the South Australian Government and others by the Australian Government, while aspects such as nuclear licensing are assessed and approved by other regulatory agencies and licensing bodies. </p><p><strong>South Australian Government approvals</strong></p><p>The state-based development application for the proposed Nuclear-Powered Submarine Construction Yard project has been declared an <a href="https://plan.sa.gov.au/development_applications/state_development/impact-assessed-development" rel="noopener noreferrer" target="_blank">Impact Assessed Development</a> by the South Australian Minister for Planning. </p><p>This is the most rigorous and comprehensive level of development assessment in South Australia and is reserved for projects that are of economic, social or environmental importance to the state. </p><p>The State Planning Commission released the <a href="https://plan.sa.gov.au/__data/assets/pdf_file/0003/1393419/Assessment-Requirements-Environmental-Impact-Statement-Nuclear-Powered-Submarine-Construction-Yard.pdf" rel="noopener noreferrer" target="_blank">assessment requirements</a> for the project in August 2024, which outline and address the main environmental, economic and social impacts that might arise from the project.</p><p>In response to these requirements, ANI has prepared the Environmental Impact Statement, in-line with South Australian legislation. </p><p>ANI is an Australian Government business enterprise, responsible for developing and managing infrastructure for the submarine-building program. They submitted the <a href="https://plan.sa.gov.au/development_applications/state_development/impact-assessed-development/majors/major_projects/majors/nuclear-powered-submarine-construction-yard-project" rel="noopener noreferrer" target="_blank">development application</a> and prepared the Environmental Impact Statement for the submarine construction yard.</p><p><strong>Australian Government approvals</strong></p><p>The <a href="https://www.asa.gov.au/" rel="noopener noreferrer" target="_blank">Australian Submarine Agency</a> (ASA) is leading a separate <a href="https://www.asa.gov.au/projects/osborne-submarine-construction-yard" rel="noopener noreferrer" target="_blank">strategic assessment process</a> to consider and assess the impacts of the submarine construction yard&rsquo;s development and operations on nationally and internationally listed plants, animals, habitats and places under <em>the </em><a href="https://www.dcceew.gov.au/environment/epbc" rel="noopener noreferrer" target="_blank"><em>Environment Protection and Biodiversity Conservation Act 1999</em></a>.</p><p>Consultation on this <p><strong>We are seeking your views on our Suicide Prevention Action Plan.</strong></p><h2>What&#39;s being decided?</h2><p>The Department of Primary Industries and Regions (PIRSA) is developing its inaugural Suicide Prevention Action Plan.</p><p>The primary industries, regional communities, veterinary professionals, and staff who support our community stakeholders, experience complex factors (such as economic pressures, social isolation, climatic conditions, and adverse events) that have potential to contribute to distress.</p><p>We are interested in hearing from people or representative bodies involved in primary production, or based in regional areas, who:</p><ul><li>have lived experience of mental illness, suicide, or suicide related distress</li><li>are from priority population groups such as Aboriginal South Australians, LGBTIQA+ communities, people with disability or neurodivergence, Culturally and Linguistically Diverse (CALD) communities, veterinary professionals, and first responders.</li></ul><h2>Background</h2><p>The draft PIRSA Suicide Prevention Action Plan reflects the department&rsquo;s commitment to a whole-of-government approach to reducing suicide rates, supporting priority populations, and fostering mental wellbeing in the workplace and in the communities we impact.</p><p>The Human Resources Governance Committee, consisting of key executive members and stakeholders across various divisions, provided significant input to ensure PIRSA&rsquo;s strategic context and sphere of influence was understood and incorporated into the plan.</p><p>Our internal consultation process involved conducting focus groups with our staff, with representation of individuals from high-risk groups. We provided the draft action plan to key external industry stakeholders and partners, inviting their views on whether it will be effective and meaningful. It&rsquo;s the plants, fungi, animals and bacteria, and the way they function together in ecosystems.</p><p>Healthy biodiversity supports life as we know it &ndash; providing clean air, healthy soil, new medicine, food on our plates, and a resilient Earth that can respond to threats like climate change.</p><p>Across the globe, biodiversity is under threat. In South Australia more than 1,100 of our plants and animal species are threatened with extinction.</p><p>South Australia does not currently have a dedicated Act to safeguard biodiversity, instead provisions exist across multiple laws, which has led to gaps in protections.</p><p>Building on <a href="https://yoursay.sa.gov.au/biodiversity-act" rel="noopener noreferrer" target="_blank">feedback received</a> from the community last year, a draft Bill has been developed. South Australia’s Draft Biodiversity Bill 

<p><strong>Provide your feedback on our draft Suicide Prevention Action Plan. </strong></p><h2>What&#39;s being decided?</h2><p>The Department for Infrastructure and Transport (DIT) is developing its first Suicide Prevention Action Plan (Action Plan).</p><p>To help inform the development of DIT&rsquo;s Action Plan we are seeking feedback from the general public.</p><h2><br>Background</h2><p>The <a href="https://www.legislation.sa.gov.au/lz?path=/c/a/suicide%20prevention%20act%202021" rel="noopener noreferrer" target="_blank"><em>Suicide Prevention Act 2021</em></a> (the Act) was passed in South Australia to ensure a continued statewide focus on reducing suicide. It guides the implementation of best practice suicide prevention strategies, including training and education, and identifies populations most at risk of suicide.</p><p>Following this, the <a href="https://www.wellbeingsa.sa.gov.au/assets/downloads/Suicide-prevention/SA-Suicide-Prevention-Plan-2023-2026.pdf" rel="noopener noreferrer" target="_blank">South Australian Suicide Prevention Plan 2023-2026</a> (the Plan) was launched. The Plan sets out a vision for compassionate, resilient and connected communities that support wellbeing and prevent suicide.</p><p>To ensure a shared responsibility approach, the Act requires ten State Government departments and agencies (referred to as &ldquo;prescribed State authorities&rdquo;) to develop their own Suicide Prevention Action Plan.</p><p>DIT was one of the agencies identified as a prescribed State authority and has prepared a draft Suicide Prevention Action Plan.</p><p>DIT&rsquo;s Suicide Prevention Action Plan 2025-2028 considers both DIT employees and members of the community who they engage with. <p><strong>Share your views about proposed new changes to the Mental Health Act 2009</strong></p><h2>What&#39;s being decided?</h2><p>The Office of the Chief Psychiatrist is conducting a supplementary consultation to ask additional questions on what further changes could be made to the <a href="https://www.legislation.sa.gov.au/lz?path=%2FC%2FA%2FMental%20Health%20Act%202009" rel="noopener noreferrer" target="_blank"><em>Mental Health Act 2009</em></a> that might prevent critical incidents and improve emergency mental health care. Supplementary Consultation Regarding the Mental Health Act 2009 - Government Review

<p><strong>Share your views on the Emergency Services Sector (ESS) Suicide Prevention Plan; &lsquo;With Our People &ndash; A multi-agency approach to suicide prevention&rsquo;</strong></p><p>*The Emergency Services Sector (ESS) includes four separate agencies; The South Australian Fire and Emergency Services Commission (SAFECOM), The South Australian Metropolitan Fire Service (MFS), The South Australian Country Fire Service (CFS) and the South Australian State Emergency Service (SES).</p><h2>What&#39;s being decided?</h2><p>We recognise our emergency service personnel and others who work in the sector have known risk factors which can increase thoughts of suicide.</p><p>With Our People sets a high standard for suicide prevention in our agencies. This plan has been developed with and for all agencies. The plan includes those who are paid staff, volunteers, family members and the wider South Australian community we interact with.</p><p>The name &lsquo;With Our People&rsquo; was chosen by the suicide prevention committee to reflect the Emergency Services Sector&rsquo;s (ESS) commitment to walking with and alongside our people. Regardless of role, title, region, or associated agency, it highlights the collective effort required to prevent suicide and alleviate suicide-related distress.</p><h2>Background</h2><p>On 9 December 2021, a key milestone was achieved in South Australia, the passing of the first Suicide Prevention Act 2021 in Australia. This legislation ensured a sustainable, statewide focus on reducing suicide, guided by best practice prevention strategies, education, training, and the identification of priority populations at risk of suicide.</p><p>Under the Act, a State Suicide Prevention Plan 2023-2026 was developed setting out across- government policies and priorities for suicide prevention. The Suicide Prevention Act 2021 outlined certain State authorities to develop a suicide prevention plan, SAFECOM (with the ESS agencies) are one.</p><p>The State&rsquo;s plan outlines the pathway for <em>With Our People</em> and highlights five key priority areas for suicide prevention, developed from input by the South Australian community, individuals with lived experience, current research, evidence, data, and best practices in suicide prevention.</p><p><a href="https://yoursay.sa.gov.au/67736/widgets/331832/documents/300604" rel="noopener noreferrer" target="_blank">With Our People</a> adheres to these key priority areas and further customises them to address the diverse and unique needs of the ESS staff and volunteers. An additional &lsquo;Expand&rsquo; priority area has been included in response to needs identified through the internal consultation process. With Our People- A Multi-agency Approach to Suicide Prevention (2025-2029)

<p><strong>Share your feedback on the draft Youth Action Plan 2024-2027.</strong></p><h2>What&#39;s being decided?</h2><p>The South Australian Government has made a firm commitment to our young people.</p><p>The Youth Action Plan, led by the Department of Human Services and supported by the Minister for Human Services, will be delivered and implemented in South Australia. It sets the government&#39;s commitment to enhance fair and equitable access to opportunities, resources and supports for young people.</p><p>We invite you to provide your feedback on the draft Youth Action Plan 2024-2027, to support a dedicated whole-of-government approach to better meet the needs of young people. </p><h2>Background</h2><p>The <a href="http://yoursay.sa.gov.au/yoursay-sa-gov-au-youth-action-plan-2023-2026" rel="noopener noreferrer" target="_blank">initial public consultation occurred</a> in 2023, with over 880 people engaged through a YourSAy survey, workshops and written submissions. 728 of these were young people. Read the 2023 <a href="https://yoursay.sa.gov.au/97442/widgets/450820/documents/299816" rel="noopener noreferrer" target="_blank">First Phase Public Consultation Report</a>. </p><p>South Australian young people and youth stakeholders provided broad feedback across all outcome areas, with the following six key themes being the most important:</p><ol start="1" type="1"><li>Increased access to mental health support</li><li>Increased connection to services and activities available in the young person&rsquo;s community</li><li>Increased access to sport and recreation activities</li><li>Increased support with post-school pathways, including the teaching of &lsquo;life skills&rsquo; and &lsquo;how to adult&rsquo;</li><li>Improved access to housing and rental accommodation</li><li>Inclusion of young people in decision making</li></ol><p>The Youth Action Plan Steering Committee was created to support the development of actions, in response to the thoughts and ideas from young people and youth stakeholders in the initial public consultation. The Youth Action Plan Steering Committee had representation from Government agencies who have remit on focus areas identified for action through the consultation, as well as young people, local government and youth services sector representatives, to ensure a state-wide response.</p><p>The State Government completed a second phase consultation through July and September 2024 to test 33 draft actions with young people. The second phase consultation sought feedback from young people on what actions were most important to them, how the actions could be best implemented, and if there were significant gaps in the plan.
