What's being prepared?

The State Planning Commission (the Commission) have released a Discussion Paper for the Greater Adelaide Regional Plan and want to hear from community, councils and industry on how we prepare for future growth.

The Discussion Paper is an evidence-based document with a strong focus on what the Greater Adelaide Region may look like in 30 years time.

It presents key considerations and trends that we need to consider in our future planning. Bold decisions are required to strengthen the sustainability, liveability and prosperity of the Region.

There is an opportunity to provide early input into the Greater Adelaide Regional Plan and help determine:

• what Greater Adelaide might look like in 30 years
• the needs and wants of current and future communities
• where and how we should grow.

The Regional Plan will shape the Greater Adelaide region for the next 30 years and determine where houses and jobs go and how people will live as our population grows.

Engagement is open to everyone. Your ideas and feedback will give us invaluable insights as to how you want to live and what you hope for the future.

Background

Regional plans play a significant role in identifying land use and long-term infrastructure needs to support sustainable growth within the regions of South Australia. They highlight how these important changes can be accommodated over a 15 to 30-year period, by investigating and guiding: 

• where houses and employment land will go
• how housing and population will be serviced 
• what infrastructure is needed and how it will be provided
• different growth scenarios (and implications for these scenarios).

In initiating the development of a new Greater Adelaide Regional Plan, the Commission has identified that the new plan will include:

• a long-term vision for the region, along with supporting targets and actions for land use, transport infrastructure and the public realm
• maps and spatial plans that are relevant to the vision and priorities
• contextual information about the region, including forward projections and statistical data and analysis.
• recommendations about the application of the Planning and Design Code in the region, including future zoning and infrastructure needs, and how land can be developed
• identification of sufficient land to support housing diversity, affordable living and employment growth
• clear principles for orderly development and the management of growth, including a hierarchy of plans to guide the form and intensity of settlements and the prioritisation of release of urban lands
• a framework for the public realm or infrastructure located within the region
• performance indicators and targets to measure success in implementing the plan.

The Commission will work collaboratively with councils, key stakeholders and the community throughout the preparation of the draft Greater Adelaide Regional Plan to identify the vision and priorities for the region, and to complement the range of strategic work already completed or being undertaken by councils.

Get involved

You can influence the development of the draft Greater Adelaide Regional Plan by contributing to the following matters:

• shaping the vision for the Greater Adelaide region over the next 30 years
• providing relevant background or history
• identifying and defining priorities for Greater Adelaide, as they relate to land use planning and the coordination of infrastructure and the public realm, including:
  • transport networks (road, rail, port, aviation)
  • greening and open space
  • community infrastructure
  • potential areas for zoning/land use change.

A series of community information sessions (online and in-person) will be held to allow the community to meet members from the Growth Management team and ask questions. These sessions will provide further information on the Discussion Paper and the process of drafting the Plan.

Feedback on the Discussion Paper is open from 14 August 2023 to 6 November 2023 (5:00 pm). Written submissions are to be provided no later than 5:00pm on the last day of consultation. To have your say:

All written submissions received will be made publicly available on the PlanSA portal when the Engagement Report is released at the end of the consultation period.

What are the next steps?

At the conclusion of the Discussion Paper engagement, we will review your feedback and prepare a report for the Commission that outlines the range of feedback received.

We will then prepare the draft Greater Adelaide Regional Plan that will be released for consultation in mid-2024. This will give stakeholders and the community the opportunity to provide feedback on the draft plan, prior to the regional plan being presented to the Commission for final endorsement.
