We are seeking community feedback on the proposed rezoning of 235 hectares of land in Hackham and Old Noarlunga.

What's being decided?

The Chief Executive of the Attorney-General’s Department is undertaking a Code Amendment to rezone 235 hectares of land across Hackham, and a small portion of Old Noarlunga, to address an immediate need for further land supply and population growth in the south of Adelaide.

Your views will help inform a new policy that seeks to ensure the provision of appropriately zoned land, which meets the needs of the growing population, and is well-serviced by existing transport, social infrastructure and employment.

Background

As part of the outer south region of Greater Adelaide, Hackham and Old Noarlunga have been identified as having the lowest greenfield (undeveloped) land supply of all regions in Greater Adelaide.

The Hackham Code Amendment proposes to rezone 235 hectares of land across Hackham and Old Noarlunga (211.5 h and 23.5 h, respectively) to address an immediate need for further land supply and population growth in the south of Adelaide—which in turn will facilitate the contribution to housing affordability and quality of life for South Australians.

The proposed rezoning seeks to:

  1. Enable a potential residential development of approximately 2000 new houses and a retail centre in Hackham
  2. Provide new policy to improve development on sloping land
  3. Ensure the provision of appropriate infrastructure and services for the community

We encourage you to view the prepared maps that show the proposed area with current (old) and proposed (new) zoning and overlays.

You can also view a visual Concept Plan over the area proposed to be zoned Master Planned Neighbourhood Zone, which illustrates the infrastructure required to manage stormwater, open space, walking/cycling and traffic. The Proposed Subzones Map shows the two proposed subzones to support the development of a retail centre, and address residential density and design requirements for sloping land.

South Australians are invited to review the proposed Amendment and prepared resources and to have their say to help inform and update planning policy and proposed zone changes.

Please consider the following aspects of the Amendment, which stakeholders and the community can influence:

  1. The zone and subzone selection for all or parts of the proposed area
  2. The application of overlays to the proposed area
  3. Wording of the proposed policies within the new Hills Subzone
  4. The use and location of the Emerging Activity Centre Subzone
  5. The Technical and Numeric Variations (TNVs) that may apply (where permitted in the relevant Zone's policies)
  6. The introduction and layout of the Concept Plan
