Hydrogen Jobs Plan temporary worker accommodation village

Consultation has concluded


The Office of Hydrogen Power SA is inviting the Whyalla community to provide their input into essential aspects of Yoorla Garngoo Village.

What's being decided?

The Hydrogen Jobs Plan is estimated to create approximately 1000 jobs during construction. A temporary village, Yoorla Garngoo Village, will be required to accommodate workers involved in constructing the Hydrogen Jobs Plan facility. The village will have an initial capacity of 380 beds, with an option to potentially scale up capacity if required.

The modern, purpose-built village is proposed to be built on vacant land adjacent to Jenkins Avenue and Jubilee Park in Whyalla StuartThis will not impact community access to Jubilee Park, which will remain open for the public’s continued use and enjoyment throughout the project. 

We are finalising the workforce profiling and scheduling, which will determine the number of workers required on-site during different stages of the facility’s construction. Efforts are underway to stagger or distribute the accommodation demand across the construction period, aiming to minimise the footprint required for the village.  

Permanent legacy accommodation solutions have already been announced, ensuring ongoing benefits for the community. However, a temporary accommodation solution will also be required to accommodate workers involved in constructing the facility. 

Your input is crucial in ensuring that Yoorla Garngoo Village not only meets the needs of the project, but also contributes positively to the fabric of the community.  

We are eager to hear your thoughts on: 

  1. Integration of services: What services would you like to see integrated into your community or offered by existing businesses in Whyalla (such as medical, cleaning or laundry)? 

  1. Village design: The aesthetics of the village, including perimeter fencing, screening, and landscaping. 

  1. Recreational facilities: Recreational facilities within or near the village, such as a fitness park, running track or outdoor exercise equipment. 

  1. Community opportunities: Opportunities for local businesses, Indigenous operators, community organisations, or sporting clubs to enhance their services during the village's operation. 

We'll continue engaging with the Whyalla business community to discuss local participation pathways. Their insights and collaboration will help identify opportunities to maximise the project's economic impact on Whyalla. 

Background

The South Australian Government has committed $593 million to build a world-leading hydrogen production, power plant and storage facility near Whyalla, nine kilometres north of the city centre on the western side of the Lincoln Highway. 

The Hydrogen Jobs Plan is a significant project that will shape the regions future. With construction scheduled to commence in the second half of 2024, and the facility to be operational in 2026, it is crucial that we plan thoughtfully for the accommodation needs of the workforce  

Extensive efforts are underway to ensure that the economic opportunities and social impacts of the project and the influx of workers into Whyalla are identified early, well understood and issues are eliminated or reduced wherever possible. We are working with other government agencies to make sure the Hydrogen Jobs Plan does not put further pressure on local healthutilities or emergency services. 

We want to minimise any disruption to the community while maximising the economic benefits the Hydrogen Jobs Plan construction workforce can create for local businesses in Whyalla
