Expression of Interest - Not-for-Profit Sector Community of Practice

What's being decided?

It is well known that the best outcomes for people and communities are achieved when government and the Not-for-Profit (NFP) sector work closely together to plan and deliver activities and services for South Australians and our communities.

Following the release in May 2021 of the Government's Response to the Review of the Effectiveness of the Not-for-Profit Funding Policy, we are establishing a Not-For-Profit Sector Communities of Practice (NFP CoP).

The NFP CoP will be co-chaired by a NFP representative and a Public Authority representative.

If you have the commitment, experience and drive needed to make an active contribution to strengthening collaborative partnerships between government and the NFP sector, we encourage you to register your expression of interest in one of these unique voluntary roles for the NFP CoP:

• Co-Chair (either a NFP or Public Authority representative)
• NFP Member
• Public Authority Member

Background

The South Australian Funding Policy for the NFP Sector (Premier and Cabinet Circular PC044) aims to support and strengthen the collaborative partnerships between government and the NFP sector by setting out clear requirements and providing a consistent approach for all aspects of funding while reducing the administrative burden on NFP’s.

The key objectives of the NFP-CoP are:

• to drive the timely implementation of the recommendations set out in the Response to the Review of the Effectiveness of the Not-for-Profit Funding Policy
• for members to work collectively for the benefit of the whole NFP sector in South Australia and across all public authorities
• to encourage collaborative partnerships between government and the NFP sector and promote innovative solutions that enhance and strengthen these relationships
• to build awareness and strengthen the practical application of the South Australian Funding Policy for the Not for Profit Sector
• to share information and knowledge willingly through open and transparent discussion
• to promote and encourage best practice
• to provide constructive and evidence-based feedback and advice on training needs, gaps and capability development programs and resources.

The Review also completes a key recommendation of the South Australian Productivity Commission Final Report – Inquiry into Government Procurement Stage 1 relating specifically to NFP sector procurement including (Recommendation 4.1) that an evaluation of the implementation of the NFP Funding Policy be conducted.

The NFP CoP will focus on progressing the recommendations detailed in the South Australian Government’s response to the Review and inform improvements to NFP procurement practice.

If you are a Public Authority applicant, you must meet the below minimum requirements:

• ASO7 classification or above
• sound understanding and practical experience in funding, contract management and/or the delivery of services to clients via a NFP organisation
• demonstrated experience in developing and maintaining partnerships with the NFP sector

Note, there are no minimum requirements for NFP applicants.

What are the next steps?

Once the Expression of Interest applications have been reviewed and endorsed, successful applicants will be advised in writing and posted on www.procurement.sa.gov.au
