What's being decided?
As part of the 2024 – 2028 Regulatory Determination for SA Water, the Essential Services Commission of South Australia is undertaking:
- a review of the Water Retail Code - Major Retailers WRC-MR/03, and
- the arrangements in place to monitor and evaluate SA Water’s financial and operational performance.
The Commission is seeking feedback from stakeholders and the community on an Issues Paper by 28 July 2023.
Background
The Commission will make a new regulatory determination to apply to the water and sewerage retail services provided by SA Water Corporation (SA Water) from 1 July 2024 to 30 June 2028. The regulatory determination sets the maximum revenues that SA Water can earn from its customers over that four-year period, and the service standards it must deliver for its customers.
As part of the Regulatory Determination, the Commission is reviewing the Water Retail Code - Major Retailers WRC-MR/03 and SA Water Monitoring and Evaluating Performance Framework.
The Commission has released an Issues Paper outlining key focus areas for the review and welcomes stakeholder submissions and feedback on the proposed questions in the paper.

What are the next steps?
Feedback will inform the Commission’s Draft Determination for SA Water, which will be released in January 2024. A Final Determination will be released in May 2024.
